Test-time compute is a FinOps problem

The first generation of enterprise AI cost money per prompt. The current generation costs money per thought. Test-time compute, inference-time scaling, and extended thinking have made reasoning tokens the fastest-growing line on the cloud bill, and in several of our tenancies the second-fastest-growing line is the meeting about the first.

The Agentic Cloud treats reasoning as a governed resource. Every agent cohort receives a test-time compute budget expressed in reasoning tokens, Software Carbon Intensity, and decision velocity. Claude Mythos 7 decides how deeply to think within that envelope. Claude Mythos 7 Max is available when the change-control board approves a larger one. GPT-7 Astra, seated as the critic, is budgeted separately on the principle that disagreement should never be the first thing cut.

Speculative decoding, KV-cache compression, knowledge distillation into small language models, and FlashAttention-4 all reduce the unit cost. None of them reduce the temptation. The agent that can think for ten minutes will, given the opportunity, think for ten minutes about whether to think for ten minutes. Budgeting is what turns Mythos-class reasoning from an indulgence into an outcome.

Carbon-aware workload placement applies here as everywhere. Reasoning-heavy jobs are scheduled where marginal emissions are lowest, subject to the SLO, and the sustainability dashboard reports intensity per thought. The ESG committee, it turns out, finds this more legible than tokens per second. So does the CFO.

We expect the economics to shift again with Claude Mythos 9 and with whatever fraction of GPT-9 Universe is eventually permitted to run outside the dark-matter tier. The principle will not. Intelligence that does not compound is rental, and rental with an unbounded meter is how digital transformation programs end.
